When does a per-square-foot price work?
A per-square-foot price works on sound, flat concrete, where area is a decent proxy for time. A rotary surface cleaner covers a predictable width per pass, so a slab twice the size takes roughly twice as long. Driveways, sidewalks, and pool decks are the surfaces where a per-foot figure gets you into the right neighborhood.

When does a per-square-foot price stop working?
A per-square-foot price stops working as soon as access, pitch, or material enters the job, and roofs are the clearest example. Two roofs with the same footprint can be a shallow single-story shingle and a steep two-story barrel tile. The second one carries a different access plan, a different walking problem, and a different material risk, and none of that shows up in square footage. The same is true of walls: painted stucco in good condition and chalky oxidized siding are not the same job at the same area.
Screens are the extreme case. A pool cage is priced by the enclosure, its height, and the condition of the mesh and spline, because those are the things that set the limit on what can be done.

Compare two quotes on scope rather than on the headline figure. The same included surfaces, a stated method per material, the precautions for plants and screens, the exclusions in writing, and current insurance documentation on request. A one-line text that names a figure and nothing else is not a quote. It is a guess, and guesses grow on the day of service.
